It is always important not to clear the shelf or take more than your fair share. Keep in mind that what may be on the shelf at a store might be all that store has until their next delivery. Some stores replenish stock daily, but most stores only receive trucks weekly or bi-weekly.
If a store is out of an item, ask for a raincheck. Stores may not be able to issue rainchecks on all sales. For example, Walgreens will not issue a raincheck for an item with a Register Reward.
Remember most sale items are cyclical. So, if you missed out on a deal this time, there will always be another deal in the future. Sometimes the deal is better the second time around. There have been plenty of times I did not get a chance to use a coupon with a specific deal and it was to my benefit, because the next time a deal came around matched with that coupon I did even better since I still had the coupon to use.
